 LAND DEVELOPMENT PLAN NARRATIVE
Mixed Commercial Use / Bank Building

1275 East Pennsylvania Ave 1 LP is proposing the construction of a 4-story office / commercial /bank building at the southwest corner of the intersection of East College Avenue and Squirrel Drive. The 4.128-acre tract, identified as Tax Parcel 19-12-9, is zoned Gateway Commercial District. The site currently contains four structures, which will be demolished in advance of the proposed new building. The building will house a bank along with a drive-thorough and other future commercial and office uses. The building will be four stories tall as permitted in the Gateway Commercial Zone and will have a total of 45,153 square feet.

A parking deck will be constructed in the rear of the project. Parking and the bank drive through will be located beneath the parking deck. An agreement with the neighboring property will enable the parking structure to be located within the rear building setback. A total of 151 parking spaces will be constructed for the project. The existing site has full access from East College Avenue and from Squirrel Drive. The parking deck will be accessed from Squirrel Drive. A PennDOT traffic study is being prepared by David E. Wooster and Associates. A future development will occur immediately west of this project and will utilize the access proposed for this project. Stormwater Detention will be provided via an underground system which will be constructed under the project’s parking lot. The system is designed to accommodate future development on the western parcel. 

The site is serviced by an existing CTWA main along East College Avenue and a UAJA public sanitary sewer main on-site and stormwater will be conveyed via tying into two existing inlets on East College Avenue after being detained in the underground system. Construction is planned to begin in the Spring of 2019

NOTE: This proposed development is adjacent to the former Hilltop Trailer Park property and has direct frontage on East College Avenue. Township Staff is in the process of reviewing this submission, and it is anticipated to go before College Township Planning Commission at its regularly scheduled meeting on March 19th.
